Grace wasn't the first Pokemon she saw evolve, but they've been pretty close, I think she just really wants to evolve too, but she's not ready. She just doesn't see it that way.

It does balance. With my Lapras, I don't have to take in consideration her evolutionary needs, just train her for how she is now. Not that it's a bother, just it makes things simpler. Unlike an Eevee.
